This accident happened due to "lack of sufficient illustration, discussion, amplification, corroboration, explanation, authorization, clear guidelines, unambiguous direction" in the Railway Rules Books. (1) "General and Subsidiary Rules" Book --- published by Indian RAILWAY BOARD --- regarding AUTOMATIC BLOCK SIGNALLING Section during Failure of Automatic Signal serially --- NO clear guidelines. (2) BLOCK WORKING MANUAL -- publiblished by Zonal Railways (e.g. Western or Eastern Railway). No explanatory discussion about Signal failures in Automatic Block Section. Zonal Railway Training Centers do not highlight these anomalies, non-corroboration, discrepancies, inadequacies to the Board or Zonal OPERATING and SAFETY OFFICERs. They are also Party in this Accidents. As usual earlier, lower level on duty Staff will be severely punished ! But who will take the responsibilities for ABSENCE of exhaustive and thorough discussion in these Books for PROPER Guidance of on-duty Railway Staff ? If void/vacuum/non-existence/gap/zero discussion in the above Books are not immediately furnished/filled up or kept blank, we must be ready and prepared in future for SAME TYPES of horrible accidents !
